Marin Local Coastal Program Amendments (LCPA) The final Planning Commission (PC) Approved LCPA, approved by the PC on February 13, 2012, is now available online. The PC-Approved LCPA incorporates all final changes made by the Commission at its Feb. 13 hearing, as reflected in the final Decision Table posted online March 1, 2012. Also now available at www.MarinLCP.org are several comparison documents that compare and contrast the existing LCP policies and development code provisions with those in the LCPA. You need JavaScript enabled to view it , or contact Kristin Drumm at (415) 473-6290.Background: Local Coastal Programs (LCPs) are basic planning tools used by local governments to guide development in the coastal zone, in partnership with the Coastal Commission. LCPs contain the ground rules for future development and protection of coastal resources in the 75 coastal cities and counties. The LCPs specify appropriate location, type, and scale of new or changed uses of land and water. Each LCP includes a land use plan and measures to implement the plan (such as zoning ordinances). During 1998, the County of Marin began preparing a revised LCP in conjunction with the update of the Countywide General Plan. The Local Coastal Program (LCP) is being updated and will help to further implement the Countywide Plan and the California Coastal Act. The plan will be taken up by the Planning Commission on November 7, 2011. MCL and Commuity Marin have reviewed the Biological Resources section of the proposed revisions to the LCP and has concerns about apparent weakening of policies designed to protect riparian areas and wetlands.
