One year following the Board of Supervisors’ certification of the San Rafael Rock Quarry's controversial Environmental Impact Report (EIR) in October 2009, the Quarry received approval from the Board in October 2010 to extend the operating permit for approximately 17 years. Reaching agreement between the Dutra Group, who own and operate the quarry, and the Point San Pedro Road Coalition on conditions of the permit and reclamation plan took extensive negotiations led by County Public Works Director Farhad Mansourian and overseen by Supervisor Susan Adams, in whose District the quarry is located. The permit will allow the Dutra Group to continue mining the pit from its current depth of 200 feet below sea level to 400 feet below, and, at the same time, carry on reclamation work during summer months.

The key points of difference were eventually resolved by imposing more than 70 conditions on the permit, including the number of truck trips, measures to curtail operational noise, limiting hours of operation and night-time barge loading (the Quarry is distinctive in the Bay Area in that mined rock can be transported by water), abating dust, among others.  Marin Conservation League offered written and oral comments at the numerous public meetings.  MCL supported most of the concerns of the Coalition and monitored the adequacy of the EIR process.
